Job Description:

General Position Summary

The DFS is a self-motivated and analytically capable individual who will be responsible for the overall implementation of project activities in the assigned district in accordance with the Operational Guidelines and direction provided by the Project Manager.

Essential Job Functions

  • Lead the process of coordination with the District TB Coordinator,  MC/SR field staff of TB Program Sub-Recipient in the assigned district, Private Healthcare Facilities, Private Labs and other stakeholders for effective implementation of the project.
  • Develop a monthly work plan and ensure its implementation in coordination with the Senior Program Officers and approval from the Project Manager.  
  • Assist in the mapping of health facilities in the assigned districts for project activities. Provision of road map for the GP clinics and hospitals with estimated distances from zero-point/landmark.
  • Monitoring and assessment of WASH facilities in coordination with WASH Engineer and SPO WASH.
  • Preparation of required documents, report and market analysis for construction/WASH work and other required items of project activities. Provision of completed and updated rate list of all required items.
  • Ensure implementation/executions of field activities in the district as per operational guidelines.  
  • Responsible to conduct regular visits to assigned hospitals, private healthcare providers and labs to ensure activities takes place in time as per the agreed work plan.
  • Assist in developing a list of healthcare providers for IPC and CMCT training at the district level.
  • Organize capacity building training of the healthcare facility staff in coordination with the Project Manager and SPO RCCE and IPC.
  • Support in conducting baseline of public and private health facilities prior to the dissemination of interactive voice response calls to community members to measure the improvement in self-referrals for TB and COVID-19 after the campaign with the support of the project team.
  • Timely submission of monthly/biweekly progress reports, and activity reports after endorsement from district health authorities/hospital administration/ healthcare providers.
  • Meet the assigned project targets.
  • Conduct regular visits to selected Hospitals, private healthcare providers, labs, and large hospitals for smooth and timely implementation of the project activities.  
  • Ensure complete and accurate documentation as per the Guidelines and timely submission to the country office.
  • Coordination with all stakeholders at the district level and organization of the meeting with stakeholders.
  • Maintain chronological programmatic and financial records including activity photographs, attendance sheets, TA/DA sheets, bills/invoices, and field monitoring reports etc. of all the field activities at the district level.
  • Submit programmatic and financial records to the office of all field activities on monthly basis as per the Operational Guidelines.
  • Conduct him/herself professionally and personally in such a manner to bring credit to Mercy Corps and in no way jeopardize its humanitarian efforts.
  • Support and facilitate field visits from national, provincial and district-level stakeholders.
  • Comply with all the Mercy Corps Policies for example Feld Procurement Policies and Procedure (FP3).
  • Any other task or responsibility as assigned by the Project Manager/Supervisor.

  Security

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.

Accountability

Reports Directly To: Senior Program Officer WASH     

Works Directly With:   The Healthcare providers, Private hospital administration and in close coordination with Senior Program Officer WASH, Senior Program Officer RCCE and IPC, HR, and Finance teams.

Knowledge and Experience

  • Graduation preferably in social sciences, Community, Administration management, DAE Civil or relevant discipline.
  • Fluency in written and spoken English, Urdu, and Pushto.
  • Basic computer skills a must, including MS Word and Excel
  • At least 3 years of relevant work experience with community-based programs, preferably 2 years with health and WASH programs.
  • Excellent communication skills are essential.
